Governor Tim Walz of Minnesota, a member of the Democratic Party, has pardoned Tou Lue Vang, a 42-year-old illegal alien from Laos, who was convicted of first-degree criminal sexual conduct against a ten-year-old girl in 2006.
The US Department of Homeland Security has published a pubic statement about the case on Wednesday, 1 July, after the Minnesota Clemency Review Commission approved the pardon.
‘Vang was set to be removed from the country imminently after the pardon was announced. Now, the pardon could thwart his removal from the United States,’ the DHS writes in their press release.
They also share details about the disturbing criminal case.
According to the DHS, Vang repeatedly sexually assaulted a girl between 2002 and 2004, starting when his victim was just ten years old. At one point, he tried to bribe his victim into keeping quiet with a $10 bill. During his questioning, he told investigators: ‘It is a cultural thing…to marry and have sex with girls as young as 12.’

The Laotian immigrant entered the United States illegally through California in 1994, but was granted legal status by the Clinton administration. However, upon his conviction, his legal status was revoked, and he was ordered to be deported in 2006. He has been living in the US illegally, evading immigration enforcement, since then.

Minnesota was the epicentre of tensions over immigration enforcement reform at the beginning of the year. From December 2025 to January 2026, anti-ICE protests deliberately trying to obstruct the agency’s work were constant, especially in the twin cities of Minneapolis and St Paul. Two protesters were shot and killed by officers during the slew of clashes with law enforcement.
The aforementioned cities are also so-called ‘sanctuary cities’, meaning municipal leadership is refusing to cooperate with federal immigration enforcement agents to remove illegal aliens.
Tim Walz Will Not Have to Face the Voters of Minnesota after Pardon Scandal
Governor Walz of Minnesota was Vice President Kamala Harris’s running mate in the 2024 US presidential election. However, just two years later, he will not even run for reelection as governor in his home state of Minnesota, despite not being term-limited.
He announced he was not seeking another term in January 2026, in the midst of the local anti-ICE protests, after internet personality and citizen journalist Nick Shirley exposed a string of fraudulent daycare centres in Minnesota. These facilities were collecting state subsidies despite not providing any actual child care, and most of them were run by members of the state’s large Somali community.
