Britain’s governing Labour Party has officially confirmed Andy Burnham as its new leader, paving the way for him to become the country’s next prime minister on Monday following the resignation of Keir Starmer.
Starmer announced on 22 June that he would step down as both prime minister and Labour leader after a series of domestic political controversies and heavy defeats for Labour in local elections in England and parliamentary elections in Wales and Scotland. His declining popularity prompted growing pressure from within his own party, including senior cabinet members, to resign.
Burnham, the former Mayor of Greater Manchester, was the only candidate to seek the leadership. His path to the post was cleared after he comfortably won a parliamentary by-election in a Manchester constituency on June 18 with 55 per cent of the vote, allowing him to enter the House of Commons. Under longstanding constitutional convention, British ministers, including the prime minister, must be members of Parliament.
The by-election was triggered after the previous Labour MP resigned specifically to allow Burnham to contest the seat and return to Westminster.
To qualify for the leadership race, candidates were required to secure the written support of at least 20 per cent of Labour’s parliamentary group. With Labour currently holding 403 seats in the House of Commons, that meant obtaining at least 81 nominations.
Burnham overwhelmingly exceeded the threshold, collecting endorsements from 379 Labour MPs by the beginning of the week, making it mathematically impossible for any rival candidate to enter the contest.
Labour’s rules also require leadership candidates to receive nominations from at least three affiliated trade unions or socialist organizations. On Wednesday, party officials confirmed that eight affiliated organizations had formally endorsed Burnham, officially confirming him as Starmer’s successor.
Burnham is due to be formally elected Labour leader at a special one-day party conference on Friday. On Monday, King Charles III is expected to invite him to form a new government, completing the transition of power.
Starmer made his final appearance as prime minister during the weekly Prime Minister’s Questions session in the House of Commons on Wednesday, telling MPs that his political career had ‘reached its end’. As he left the chamber, members of both the governing Labour Party and the opposition gave him a standing ovation. According to Downing Street, Starmer will remain a Member of Parliament until the end of the current parliamentary term.
