Hungary Sets Legal Framework for Responsible Artificial Intelligence

Hungary has adopted its first Artificial Intelligence Act, aiming to ensure that citizens and small businesses benefit from technological change while remaining protected. The government says the law will create safe, transparent and responsible AI use across the country.

The Hungarian government says it is committed to ensuring that its citizens and domestic small and medium-sized enterprises are winners of technological transformation. Following the update of the national Artificial Intelligence Strategy, the country has reached a new milestone: the adoption of Hungary’s first AI law, designed to safeguard local businesses and users, the Ministry for National Economy announced on Saturday.

Deputy State Secretary Szabolcs Szolnoki, responsible for technology, the space industry, and the defence sector, said the goal is to establish a secure and transparent legal framework for responsible AI use.

Developed under the professional guidance of the Ministry for National Economy, the legislation aligns closely with Hungary’s Artificial Intelligence Strategy adopted in September 2025. The law, officially known as Act LXXV of 2025, ensures compliance with the European Union’s AI regulation while also strengthening protections for domestic companies and consumers.

Szolnoki underlined that Hungary’s national interests and innovation potential were key factors in building the institutional framework. The law designates the authorities responsible for implementing the EU rules: one certifying organizations that assess the compliance of AI systems, and another overseeing market surveillance to ensure lawful use.

He emphasized that a one-stop-shop system has been introduced to prevent additional administrative burdens for businesses, while maintaining strong user protection.

According to the ministry, the law also establishes the Hungarian Artificial Intelligence Council. Led by the government commissioner for AI, the council will support consistent law enforcement, monitor technological development and regulatory practices, and provide policy recommendations to the government.

The council will serve as a broad consultation platform, regularly engaging with key actors in the research, business, and social sectors of Hungary’s AI ecosystem.
