A US Air Force C-17 Globemaster III military transport plane landed at Moscow’s Vnukovo Airport on Tuesday morning on an unexplained flight from Latvia, immediately fuelling speculation over whether Washington is preparing new diplomatic contact with Russia.
Public flight-tracking data show the aircraft, operating as RCH4555, leaving Riga at around 08:50 Moscow time and landing at Vnukovo shortly after 10:00. Military aviation trackers identified the C-17 as airframe 07-7181, Mode-S code AE20C2. Russian media reported that the mission had reached Riga on 23 August after flying from Joint Base Andrews outside Washington.
The purpose of the Moscow flight has not been disclosed. There has been no official announcement regarding its passengers or cargo, while Russian media said Vnukovo and Russia’s aviation authorities had not immediately explained the arrival.
The route nevertheless attracted attention because Andrews is one of the main hubs for US government and senior-official air transport. A C-17, however, is primarily a heavy strategic transport aircraft, and its appearance does not mean that a senior American official was aboard. Such aircraft can instead carry personnel, vehicles, communications equipment and other logistical support ahead of official visits.
Some military-aviation observers had also speculated that the REACH mission numbering could be associated with US Secretary of War Pete Hegseth, raising the possibility that he could be travelling to Moscow.
Hegseth himself was documented by the Pentagon as being in Nebraska and Wisconsin on Monday, 24 August, as part of his ‘Arsenal of Freedom’ tour.
The timing, however, is particularly notable because the aircraft appeared in Moscow just as US–Russian diplomacy over Ukraine has lost momentum. Reuters reported on Monday that contacts had slowed and negotiations were effectively stalled, partly as Washington’s attention shifted towards the war with Iran.
Germany has urged Secretary of State Marco Rubio to become more directly involved, while Moscow has said it remains willing to hear new US proposals. The Kremlin also said it had no update on another possible visit by presidential envoys Jared Kushner and Steve Witkoff.
Reuters reported on Tuesday that Ukraine, together with US and European officials, has prepared a new proposal intended for Moscow, adding another layer to the timing of the unexplained flight.

According to CBS News, CIA Director John Ratcliffe travelled to Moscow with the unexplained aircraft on what it described as a secret trip.
Hours after the landing, footage circulated on social media showing a convoy of vehicles carrying US diplomatic plates moving through Moscow, further fuelling speculation that the C-17 could be connected to an American delegation.
The footage has not been independently verified, however, and there is no confirmation that the vehicles were linked to the aircraft. The Kremlin, meanwhile, publicly denied having information about the flight. Asked about the C-17’s arrival at Vnukovo, spokesman Dmitry Peskov said, ‘No, I do not have such information,’ and added that no meetings with representatives of the US administration were scheduled in Moscow this week.
