Orbán Calls 2027 Kyiv EU Accesion Plan a Declaration of War Against Hungary

Hungarian Prime Minister Viktor Orbán has condemned Brussels’s reported plan to fast-track Ukraine into the European Union by 2027 as ‘an open declaration of war’ against Hungary. He warned that proposals to remove his veto—through electoral change or stripping Hungary’s voting rights—amount to a direct assault on national sovereignty and democratic choice.

Hungarian Prime Minister Viktor Orbán described the European Commission’s plan to admit Ukraine into the European Union by 2027 as ‘an open declaration of war’ against Hungary.

Three elements of the five-point plan, published by POLITICO Brussels on Tuesday, focus on eliminating Orbán’s veto blocking Kyiv’s accession process, including advocating for his electoral defeat in April and stripping Hungary of its veto rights in European decision-making.

In a post on his X account, Orbán described the plan as ‘Brussels’s and Kyiv’s latest war plan’ and a ‘five-point Zelenskyy plan’. ‘They disregard the decision of the Hungarian people and are determined to remove the Hungarian government by any means necessary,’ Orbán warned. He added that EU elites and the administration in Kyiv want the leading opposition Tisza party, led by Fidesz defector Péter Magyar, to win the election, because then ‘there would be no more veto, no more resistance, and no more staying out of their conflict’.

‘Fidesz is the only force standing between Hungary and Brusselian rule, and the only guarantee of Hungarian sovereignty,’ Orbán claimed, adding that Hungarians must ‘stop them’ in April at the ballot box.

Orbán’s remarks follow a report published by POLITICO Brussels on Tuesday, 10 January, outlining a five-step roadmap for Ukraine’s EU accession by 2027. The proposals include reshaping enlargement rules through a phased ‘membership-lite’ model and overcoming Hungary’s resistance by political or institutional means, including supporting the opposition in the upcoming parliamentary election.

The plan, based on discussions with EU, member state, and Ukrainian officials, identifies Prime Minister Viktor Orbán’s opposition as a central obstacle, raising the prospect of a change in Hungary’s government, US President Donald Trump placing pressure on Orbán to alter his position, or even the suspension of Hungary’s voting rights under the long-running Article 7 procedure if Budapest continues to block Kyiv’s path. There is also another push by the EPP, as reported by Hungarian Conservative, to reform EU decision-making and eliminate national vetoes in foreign policy and security matters, contradicting the EU treaties.
